A campaign with inexpensive merchandise can still be costly if claim rates are low, parcels are bulky, or exception handling is manual. Use three views. Cost per invite supports the initial approval because the audience list is known. Cost per expected fulfilled recipient shows the economics of the experience delivered. Total authorized budget protects the organization from overruns. Define the scope before entering numbers
Write the decision statement at the top of the worksheet. A useful version names the campaign, recipient population, countries, delivery window, currency, approval owner, and what counts as success. “Approve a year-end client campaign for 1,000 invited recipients across the United States, Canada, Japan, and Korea, with delivery completed by December 15” is sufficiently concrete. “Budget for client gifts” is not. Record these scope controls:
- Audience boundary: eligible recipients, exclusions, and whether the invitation list can grow after approval.
- Fulfillment boundary: physical gift, digital reward, branded merchandise, recipient choice, or a mixed program.
- Service boundary: address collection, personalization, kitting, shipping, tracking, recipient support, returns, and replacement.
- Geographic boundary: domestic and cross-border lanes, remote areas, local fulfillment options, and prohibited destinations.
- Accounting boundary: currency, exchange-rate source and date, prepaid amounts, refundable balances, and tax treatment owner.

Do not hide uncertainty inside a rounded item cost. A named contingency rate is easier to approve, release, and audit. When one input is especially uncertain, widen that input between scenarios instead of inflating every line.
The complete calculation model
The model uses expected claims as the volume driver. In spreadsheet notation, each scenario follows these equations:
- Expected claims = invited recipients × claim rate.
- Merchandise and handling = expected claims × (item cost + personalization + packaging + pick and pack).
- Logistics = expected claims × outbound shipping.
- Platform cost = fixed platform fee + (expected claims × variable platform fee).
- Failure reserve = expected claims × failed-delivery rate × replacement cost.
- Internal labor = internal hours × loaded hourly rate.
- Subtotal before contingency = merchandise and handling + logistics + entered duties and import taxes + platform cost + failure reserve + internal labor.
- Contingency = subtotal before contingency × contingency rate.
- Total authorized budget = subtotal before contingency + contingency.
- Cost per invite = total authorized budget ÷ invited recipients.
- Cost per expected fulfilled recipient = total authorized budget ÷ expected claims. If the campaign pays only for claims, unclaimed invitations create little variable spend but still consume fixed fees and labor. If merchandise is purchased before invitations, replace expected claims with purchased quantity for the affected product, packaging, and inbound lines. The scenarios should tell coherent operating stories. Low might represent a domestic, standardized program with moderate participation. Base may include a representative international mix and normal personalization. High may assume stronger participation, richer gifts, complex destinations, and a wider exception reserve. Do not create the high case by multiplying the final total; change the actual drivers.

A practical approval might authorize the base amount plus controlled access to the base contingency, with escalation required before moving toward the high case. The high scenario is not a recommendation; it is a decision boundary. Model cross-border cost by shipment lane
Duties and import taxes should remain a user-entered campaign total built from lane-level estimates. Classification, origin, destination, declared value, freight, and current law can all change the result. DHL’s official customs guidance explains that duty is commonly based on customs value and the applicable Harmonized System classification, while import tax may also include freight, insurance, and duty in its base. Use the current DHL customs guide as an orientation, then confirm the actual lane with the appropriate customs or tax owner. For United States imports, do not assume that a low-value parcel automatically receives duty-free treatment. U.S. Customs and Border Protection announced in June 2026 that duty-free low-value treatment had been indefinitely suspended; the current e-commerce guidance should be checked at the time of quoting. This model therefore avoids a universal de minimis default. Build a lane table with destination, expected claims, product classification, origin, declared value, delivery-duty responsibility, quoted shipping, estimated duty, estimated import tax, brokerage, remote surcharge, and confidence. Multiply each lane’s per-shipment estimate by its expected claims, then add the lane totals. Record who pays: recipient-paid charges may be a program-experience risk even when they do not hit the sponsor’s invoice.
Validate shipping weight and surcharges
Shipping should be a quoted, lane-weighted input, not a percentage of merchandise value. Parcel rates can use dimensional rather than actual weight when a box is light for its size. UPS’s official dimensions and weight guide describes dimensional weight as length × width × height divided by the applicable divisor and notes that the divisor depends on the rate type. That is enough to justify measuring the final packed box before approval; it is not a substitute for a carrier quote. Ask Operations to test the representative box, not only the product. Include inserts, protective material, and personalization. Record actual weight, dimensions, billable weight, service, zone or lane, fuel surcharge, residential or remote surcharge, address-correction exposure, and peak-period assumptions. Run one-variable tests around the base case before requesting approval. A good sensitivity page shows the input change, budget effect, operational interpretation, and mitigation owner.
- One dollar of unit cost: increases pre-contingency cost by expected claims × $1. In the base case, that is $600 before contingency and $648 after the 8% contingency.
- One percentage point of claim rate: changes expected claims by invited recipients × 1%. With 1,000 invites, each point changes volume by 10 claims; apply all variable unit inputs to those claims.
- One percentage point of failed delivery: adds expected claims × 1% × replacement cost. In the base case, that is $474 before contingency.
- One point of contingency: changes the reserve by 1% of the subtotal before contingency. In the base case, one point is $580.95.
- Ten internal hours: adds ten times the loaded hourly rate, or $850 in the base case before contingency. Rank sensitivities by dollar effect and controllability. Item choice may be easy to change; customs treatment may require a different origin or fulfillment model; claim rate may be managed through invitation design and deadlines. The model is most useful when it connects variance to a decision.
Break-even tests for operating-model choices
Use break-even analysis when comparing a higher fixed cost with a lower variable cost. The basic equation is: Break-even fulfilled recipients = additional fixed cost ÷ variable savings per fulfilled recipient. Suppose local sourcing requires an additional illustrative setup fee of $2,000 but saves $6 per fulfilled recipient in shipping and entered duty. Break-even volume is 333.33, so round up to 334 expected fulfilled recipients. Below that point, the cross-border option is cheaper under those assumptions; above it, the local option is cheaper. Re-run the comparison when the recipient mix or product changes. The same method works for platform plans, custom packaging, inventory commitments, and managed services. Include only savings that really disappear. If a managed service reduces coordinator hours, Finance should confirm that the labor capacity will be avoided or redeployed before counting it as cash savings. Avoid false precision. Break-even is a decision aid, not proof that one model is universally better. Add a non-financial column for delivery speed, recipient experience, data handling, inventory risk, and control requirements.

Assign one owner to each driver, but one Finance owner to the model. Freeze the approved assumptions with a version date. Changes after approval should show the old value, new value, reason, budget effect, approver, and effective date. Without that change log, a model becomes a moving target and cannot teach the next campaign. Track four totals during execution: committed, invoiced, paid, and forecast-at-completion. A gift order can be committed before it is invoiced; customs advances may arrive separately; replacement costs may appear after the main campaign. Reconcile each cost to the same campaign identifier and scenario line. At close, calculate actual claim rate, item mix, shipping by lane, duty and tax, failure rate, replacement cost, internal hours, unused balances, and released contingency. Explain variance in drivers, not adjectives. “Budget exceeded because the Japan lane mix grew by 90 recipients and dimensional weight changed after packaging” is useful. “Shipping was higher than expected” is not. Should unclaimed gifts be included in the budget?
Use the actual commercial model. If product is purchased only after a claim, claim rate drives product and fulfillment. Is contingency the same as expected failure cost?
